Eligibility: The WTOV9.com Contest is open to legal residents of the Ohio Counties: Jefferson, Harrison, Belmont, Noble, Monroe, Columbiana, Carroll, Tuscarawas and Guernsey; West Virginia Counties: Hancock, Brooke, Ohio, Marshall, Wetzel and Tyler, who are 18 years of age or older at the time of entry.
